BOS Rules Committee selects TAC members
On Monday July 13 2026 the Rules Committee of the San Francisco Board of Supervisors met to consider applicants for several seats on the recently established Fire Code Technical Advisory Council (TAC). Applicants selected by the Rules Committee will be recommended to the full Board for confirmation.
It is anticipated by BOS staff that the Council will have its first meeting in September of this year, will have two meetings per month for its first three months, and will aim to prepare a draft report of its findings before the end of the year. The TAC meetings will be public.
At the hearing, Supervisor Steven Sherrill gave a brief preamble about the TAC, each applicant got to make a short presentation of their qualifications (videos are attached below), and then the Supervisors voted on the applicants to send forward for final approval by the full Board of Supervisors.

Five of the eleven seats on the TAC will be filled by nominees from San Francisco official departments or bodies (Controller, Fire Department, Department of Building Inspection, Public Utilities Commission, and the Board of Supervisors) and will not be subject to Rules Committee review. Applicants for the remaining seats are the following:
Seat 1 – Property owner or building manager
Jim Edlin – Homeowner, resident and Board member of a 150 unit affected building from 1963. Instigator of this website.
John O’Bannion – An intellectual property attorney, holds a BSEE degree and PE (Professional Engineer) qualification.
Mark Puchalski – Director of facilities at Tenderloin Neighborhood Development Corporation
Robert Eaton – SELECTED – Retired firefighter
Seat 2 – Non-owner tenant
Gayle Geary – SELECTED – Retired ad agency partner, strategic planner
Seat 3 – Homeowners’ association representative
Catherine Ann Miller – SELECTED – Executive committee member of HOA coalition opposing sprinkler mandate
Neil Bardack – Did not appear – conflict with jury duty.
Seat 4 -Person who holds an active C-16 fire protection contractor license
Christopher Ingram – SELECTED – CEO of Ingram Fire Protection Inc.
Seat 5 – Construction professional with experience in either general labor or a skilled trade
Brandon Bracamonte – SELECTED – Sprinkler Fitters Local 483 Business Agent
Seat 6 -Professional architect
Linas Stempuzis – Contemporary architect – “known for innovative designs that blend modern aesthetics with functional spaces”.
Selection for this seat was continued to the following week to allow for the late interviewing of another applicant.
Conclusion and voting
Following the presentations by the ten applicants present, Supervisor Sherrill made some closing remarks, then moved to forward five applicants to the full Board for approval. A vote on a candidate for Seat 6, the architect seat, was continued to the next week’s meeting to allow for interviewing a late added candidate.
